Is there any way to be completely undetectable, even by true sight and arcane sight? Such as by use of items and/or spells

You could not turn up. They'd never spot you...

It isn't perfectly written, bust most people agree that nondetection helps spoil see invis and true seeing. Although it becomes a caster level contest and not a perfect defense. (But better than going around thinking you're invisible.)

Well, mindblank is probably what you want. 8th level spell Abjuration. PHB. But if you play low level i would use nondetection. Mindblank even stops disern Location.

I know of some kind of greater improved invisibility from complete arcane. It shields you from everything except true seeing.
Blindsense doesnt work. You cannot be heard you cannot be smelt.

Supreme invisibility is the spell to which you refer.

Dust of Disappearance is what you're looking for.

Well from the looks of haveing Mind Blank, Nondetectoin, and Superior Invisibility should do it. So now the question is, is there any way to detect someone under the effects of those three spells? Oh and by the way they'll always be flying so no footprints.

Edit: can Mind blank and Nondetction be made permanent?

Amulet of Proof Against Detection something something. It's in the SRD. Around 30k gp to buy.

Flour and other mundane dust or fog, rain, blindsight, clearsight

Blindsight and clearsight are stopped by the superior invisibility. Only true sight works against it.
A fly spell will let you float over the surface to avoid leaving tracks in the mud or on the dusty floor.

Falling rain or other mundane substances do not affect any of the invisibility spells.

Blindsight is not stopped by superior invisibility only blindsense and clearsight is unstopable but rare (10th level PRC EX ability). And show me where it says that rain or a flour cloud doesn't affect invisibility. The water/flour is not tucked under the clothing and therefor visible.

I know Epic magic can. You could use the Conceal seed, I know that you can do what you require with a relatively low spellcraft DC. With a higher one (or less, depending on mitigating factors) you can make it permanent. Yep, you could be permanently invisible regardless of actions and undetectable by divination magic. That's how cool Epic spells are.
