It seems great to cast Fog Cloud when facing a dozen of ranged enemies. However, must I cast this spell on allies to gain the concealment? If I just cast the fog on the enemies without covering any ally, should we be also regarded as fully concealed (ranged attacks cannot locate us) when the foe archers shooting us with their bows?

If you cast the Cloud on yourself you gain concealment... but if you cast it on your enemies they'd lose line of sight with you. This spell is better to drop on your foes than on you.

From the SRD:
Fog Cloud
Conjuration (Creation)
Level: Drd 2, Sor/Wiz 2, Water 2
Components: V, S
Casting Time: 1 standard action
Range: Medium (100 ft. + 10 ft. level)
Effect: Fog spreads in 20-ft. radius, 20 ft. high
Duration: 10 min./level
Saving Throw: None
Spell Resistance: No
A bank of fog billows out from the point you designate. The fog obscures all sight, including darkvision, beyond 5 feet. A creature within 5 feet has concealment (attacks have a 20% miss chance). Creatures farther away have total concealment (50% miss chance, and the attacker can’t use sight to locate the target).
A moderate wind (11+ mph) disperses the fog in 4 rounds; a strong wind (21+ mph) disperses the fog in 1 round.
The spell does not function underwater.

primemover has it dead on target. If you are going to use this in combat, it is much better to use offensively. It is also a decent spell for allowing an escape. If you are in an intersection, pick your desired exit, cast the spell, depart, and leave your pursuers wondering which way you went.
