If a spell says you must make a melee touch attack, does that mean you must cast the spell directly next to the opponent, causing either a AoO or a concentration check, then make the attack? Or can you cast the spell, move, and then do the melee touch attack, therefore not worrying about AoO's?

You can cast, move, and touch all in one round.

Touch Spells in Combat: Many spells have a range of touch. To use these spells, you cast the spell and then touch the subject, either in the same round or any time later. In the same round that you cast the spell, you may also touch (or attempt to touch) the target. You may take your move before casting the spell, after touching the target, or between casting the spell and touching the target. You can automatically touch one friend or use the spell on yourself, but to touch an opponent, you must succeed on an attack roll.

Yup.

You can:
1. Cast, take 5' step, then touch.
2. Cast, draw AoO, touch, then take 5' step away.
3. Cast, move, and touch.
4. Cast, draw AoO, touch, then move away.

The risk of touch spells is that you either draw an AoO in the casting, or end your turn in the adjacent square.

Makes spring attack seem much more useful, doesn't it!
