SAVING THROWS AGAINST MAGIC ITEM POWERS
Magic items produce spells or spell-like effects. For a saving throw against a spell or spell-like effect from a magic item, the DC is 10 + the level of the spell or effect + the ability modifier of the minimum ability score needed to cast that level of spell.

Staffs are an exception to the rule. Treat the saving throw as if the wielder cast the spell, including caster level and all modifiers to save DC.

Most item descriptions give saving throw DCs for various effects, particularly when the effect has no exact spell equivalent (making its level otherwise difficult to determine quickly).
What happens if the level of a spell or effect is different for different classes when determining the save DC for a scroll or something like that? What would the save DC, for example be against a scroll of suggestion? Would you treat the level of the spell as level 2 (the bard level) or level 3 (the sorcerer level)? What if there was a scroll of a spell that had the levels Ranger 1, Druid 2, Bard 3, and Sorcerer 4? Would the type of the scroll matter (arcane or divine) when determining the save DC?

What about for staffs? What ability score would be used to determine the modifier to the save DC?

With regard to scroll DCs, depends on who made the scroll. If a bard crafted the Suggestion Scroll, then DC 13. If it was a wizard, DC 14. Obviously the prices between the two scrolls are different too. Bard's Suggestion Scroll would cost 150 gp compared to the wizard's version of it which would cost 375 gp.

Staff DCs are set by the casting attribute of the wielder (Attribute determined by the crafter of the staff) So if a wizard made an arcane staff, Int should be the casting attribute. If a cleric made a divine staff, Wisdom. If it was crafted by a sorceror/bard, Charisma. By default, I usually make it wisdom for divine staffs and intelligence for arcane staffs unless there's a story reason for using a different casting attribute (Like a staff of charming crafted by a bard or a sorceror).
