This should be simply to answer but it has bothered and confused me since 2nd edition. Do you cast shocking grasp and then on your next turn it remains charged for you to make touch attacks with it. Or can you make a touch attack as part of the casting?

You can make a touch attack as part of the casting action. If you miss (very unlikely) you hold the charge until either you dismiss the spell or hit your opponent.

yeah, but I believe you also get multiple touches, but I could be wrong (just check the spell itself, that will tell you)

1 attack... then the spell is discharged. You do not get multiple attacks. CHILL TOUCH allows multiple attacks.

However, on a missed attack you may choose to hold the charge for up to 1 round per caster level, I believe. Perhaps longer, not sure.

I do not remeber seeing any kind of limit on the time you can keep your touch attack charged. If you think you can point that out for us, we'd be glad.

Im fairly certain that the PHB specifies that you can hold the charge indefinitely, so long as you don't cast another spell (see page 176 of the PHB 3.5). It could be said that touching anything with that hand could discharge it as well, although some DMs may rule it to be a conscious act to discharge it.
