(3.5 rules) Druid spells

The 5th level spell, Control Winds (PHB, pg 214), can eventually create tornado strength winds. One of the patter options is circular rotation. This creates a tornado, correct? Looking at the DMG (pg 95) under wind effects, the description of a tornado's effects tells us that it can do 6d6 damage per round to anyone who fails initial fortitude save for 1d10 minutes. (Granted, you have to be level 15 before you can cast the strongest variation of this spell).

Now, there is an 8th level spell called Whirlwind (PHB pg 301) [you have to be level 15 as well to cast this spell]. The effect creates a rather small (10 ft. base, 30 ft. top) twister that picks up creatures and moves as you direct. It does a mere 1d8 damage per round.

Now, comparing these two, it seems that Control Winds is far better, for a spell that is 3 levels lower. The only advantage Whirlwind has over Control Winds, that I can see, is the fact it can be moved/controlled.

I would like to know if I am overlooking something or I misunderstand the rules. Much appretiated.

Nope, you are looking at it correctly as far as I can tell.

Also note that with control winds you can shange the wind direction while Whirlwind is always a tornado. Strange, no?

This has been disconserting to me for a long time now.

I see. Well, then looks like my druid won't bother using whirlwind...ever...
