I believe my dm has got something wrong related to this topic.

I want to create a +5 longsword which is keen, ghost touch, frost, holy (another +5), all in all +10 magical longsword.
I'm claiming that the market price is 200,315 gps and the cost for my character to create the sword is 100,315 gps and 4000XP.
He, on the other hand claims that 3.5 has gone to the point of reducing magic item creation and that the cost of creation is 200,315 gps and 8000XP and the market price is 200,315gps... of course that doesn't make any sense to me so i wanted to check with you guys...

thanks in advance :)

From the Craft Magic Arms and Armor feat description: To enhance a weapon, suit of armor, or shield, you must spend 1/25 of its features’ total price in XP and use up raw materials costing one-half of this total price. The cost of a +10 equivalent weapon is 200,000 gold (not including the cost of the weapon, because that is done separately and you don't pay XP for it). One half of 200,000 is 100,000. 1/25 of 200,000 is 8000. Those are your costs in gold and XP to make it.

Phaedrus is 100% correct. Your calculations are both incorrect. The formula is simple:

Add up all the abilities. Calculate the cost. That is the market price.

To create this item (as opposed to just purchasing it), you spend half of the market price in GP, and 1/25 of the market price in XP.

In the case of your example, you would use up 100,000gp in raw materials and pay 8000XP.
