I staff with one spell of SMV costs what?

375 x 5 (spell level) x 9 (Min caster level)

16875 gp. Is that base cost?

So you have the cost to craft correct there (not to buy new) and also need to keep in mind it will take 1 day per 1000 gp base price (about a month for this ~34,000gp base staff) and cost ~1400xp).
