I have a bit of a conundrum I would like help fixing. i have heard from a few DM's that it could work others say not unless you use wish. what I am speeking of is drinking an elixer and then having some one cast permanancy on the imbiber. The reason I ask this is not only to clear up the confusion caused when this was done by an inventive bard. and to see if I might do the same. The bard solved a problem for us with just such an aplication. he had given a performance at the local lords manor and had given a glass of fine elvin wine to the lords daughter. However mixed in the wine was a love potion and since he made sure she was looking at him she fell in love and at the same time her eyes met his our mage cast permenancy. this was his salution as to not only how to ensure that the next lord of the land be kinder. but that he wins the heart of the girl he loved. I am thinking of two elixers to use on myself the elixer of the electric eel and then water breathing if my DM wont allow the aquatic races, stormwrack book, or even amphibius template.

Theoretically, it would work, assuming the spell effect in question is one that Permanency works with normally (for example, Enlarge Person, Resistance, etc). Charm Person is not a spell that can normally be made permanent via this spell, so the example you gave is not valid. However, I see it as a perfectly reasonable (if not too trivial) use for a Wish spell to make it permanent.
