Sorry if I missed the discussion on this. The damage progression for the PHB2 Immediate Magic Alternate Evoker Class Feature Counterfire is descibed as 1d6 per three wizard levels. Would the die be gained after the advancement of 3 levels (so 1d6 each at 3rd, 6th, 9th, etc., and non-functional at 1st and 2nd levels) or within 3 levels (1d6 from 1st-3rd, 2d6 from 4th-6th, etc.)?

I would interpret that to mean that you need the full three levels to gain the extra dice. My main reason for that is that you are always instructed to round down when calculating anything in D&D (with the exception of your skill trick limit), so I would make that my default assumption for any calculation that doesn't give direct instructions regarding rounding numbers.

Always round down except when specifically told otherwise. Thus, by RAW, Counterfire is useless at levels 1 and 2.

As a GM, I would probably rule thusly: you deal 1d6 damage, plus 1d6 per 3 levels beyond 3rd (2d6 at 6th, 3d6 at 9th, etc). This is a case of letter vs spirit.
