The idea would be to create a wand of dispel magic (for example), that could be used for counterspells (still subject to the usual rules, taking a readied action, etc) or a special scroll case, that allows the user to retrieve any scroll from it as free action and use it as counterspell.

Yes, I realize that by the current rules it is not possible to counterspell from scrolls, wands or staves. However, if I was to create an item to allow just that, how powerful would that be and how would I go about prizing it?

Well, since you can't counterspell from scrolls/wands/staves, it would effectively be a wondrous item that happens to look like a scroll/wand/staff. I'd just price them as a wondrous item with 3/day dispel magic (or whatever) for counterspelling purposes only, and ad hoc tack off another 10%.

So, perhaps something like...

Spell Scepter: These ornate, jeweled cylinders are used to disrupt spellcasting efforts. On command three times per day, the scepter unleashes a dispel magic to counterspell any enemy spellcaster's spell. If the dispel check is successful, the opponent's spell is lost. The scepter makes dispel checks as though it were a caster of 9th level.

Faint abjuration; CL 9th; Craft Wondrous Item; dispel magic; price 26,244 gp.

command word activation: (spell level) * (caster level) * 1,800 = (3rd) * (9th) * 1800 gp = 48,600gp
dispel magic 3 charges/day: multiply by 3/5
ad hoc reduction (can only use for dispelling): reduce by 10%

YMMV.

Mmhh, I should have made it clearer: What I'm aiming for is some way to give a character the ability to counterspell from whatever scrolls or wands he has.
A feat would probably be the obvious choice to do that, but then there's the problem of prizing an item, that virtually bestows that feat upon the user. Are there general guide-lines for items giving access to feats?

Generally, if a magic effect can replicate a feat's effects, use the value of the magic effect. For instance, if you wanted to replicate Skill Focus (Disable Device), a good way to price it would be just like a +3 competence bonus to skill checks. Other than that, it's kind of ad hoc. Nobody said this was easy. :)
