So how is the Complete Psionic being handled? Is it restricted or can I use unlocks to get the options? Campaign standard says I have to be Kalashter to be psionic at all. Does the People of Mind, Matter, and Radiance card unlock this book too? Will there be another card? All I want is the practiced manifester feat, well atleast for now though some of those classes / prestige classes look way cool.

Anyway, somone please respond.

At present, if I have things right, Complete Psionic is not supported in Mark of Heroes as it's not on the list of optional materials on page 2 of the Campaign Standards.

The D&D Campaigns theory is that a new CS is issued at each level bump, and it's a reasonable assumption that there'll be a level bump at GenCon Indy. Having said that, they didn't manage to get a CS 2.0 out for last year's Indy (and skipped it, issuing 3.0 for Winter Fantasy this year). So don't bank on it!

If they manage to get it written and released, I'd imagine that Complete Psionic will be added to the list (after all, they want you - and me, and everyone else - to buy the book!) I imagine it'll be treated like Complete Adventurer et al, so anything you want from it will have to be added to your expansion list. I don't know anything about the book - if there are new base classes in it you'll probably have to hope that they issue a Creation card to let you play them. Given that the new kid on the block is Xen'drik Explorations, I would think that's unlikely. PrCs, feats and powers are far more likely to be accessible though.

All that's conjecture on my part, but hope it helps some!

Note that Psionics in general are not available unless you unlock it through campaign cards and/or certs. As such it is unlikely the Complete Psionics will every be fully open unless you got access to psionics through one way or another.

Yes, it does have new base classes. The next Rewards mailing will be entirely Xen'drik Expeditions cards, so unless they make it a promo (doubtful) you're not going to see it.
