Am I to assume that damage never does less than 1?
1d2-4 means that the damage is always 1 without a roll, right?

Yes, though technically, you must still roll it, just that each of 2 possible results is the same - 1 point of damage.

Yes, the reason why it is given in this fashion versus just saying the damage is 1 is because there are things that can effect it. Bull's strength, animal growth (if it is an animal), etc.
