In the S.R.D. it states that Monster characters can consider any skills in their monster entry as class skills, however I am worried that 1HD creatures (who exhange their monstrous HD for their first class level) could be argued as not having access to those skills. For instance should a Pixie Wizard be allowed to spend skill points on Escape Artist (albeit still spending twice as many skill points since it is a cross class skill for Wizards, but nonetheless being able to max the ranks in the skill at 3+ character level) or should she be required to retain her 1 Fey HD in order to have access to those skills.

The main reason I am inquiring is because I would rather have my Pixie Wizard have maxed Escape Artist ranks instead of taking and using the Still Spell feat.

The skills in their monster entry are only class skills with their monster HD. It acts just like multiclassing, so the class skills from monster entries dont remain class skills when advancing in class levels. So, since you will be droping your 1HD, you do not get to treat those skills as class skills at all unless you advance in Fey HD.
So on the max ranks, treat it exactly like multiclassing. I'm a little rusty on my multiclassing rules, so I cant remember exactly how max ranks for a multiclass character works, sorry :(
