A Wizard dies and returns as a ghost. His spellbook has been looted.

Is there a sensible mechanic for the recovery of his spells or should his CR be lowered to account since he is effectively a commoner with good Will save?

Have him retain the spells he had prepared at death, but with no way to get them back once cast.

You could have him take spell masteries...lots of them...

His spell selection will be quite limited though. He might require the eschew materials feat as well.

I'm with CryoSilver on this count.
Note that if the ghost actually comes across a spellbook, it has to use Malevolence on some unfortunate creature before it can turn the pages, in order to memorize new spells. Unless the spellbook happens to be open to first- or second-level spells, in which case the ghost has two options at most to choose from.

Couldn't it use telekinesis to manipulate the spellbook or something?:P

You could have the transformation to Ghost also change his Wizard levels to Sorcerer levels :)

No, see, I think he wants the ghost to still be a tough fight :P

Well that is easy. The wizard knows that untill his book is back with his body his ghostly version won't return so he has not used A SINGLE CANTRIP untill he finds the theives, reling on ghostly abilites. It has given him an interesting insight into preserving resorces.

Okay, I know this is 3rd Edition, but it is a passable prescedent for 3.5: in Return to the Temple of Elemental Evil, there is a ghost wizard. What he does is this: he keeps the spells he had prepared at his death, and the spell slots are restored after about 8 hours. He keeps the spells he had memorized, but only temporarily flushes them from his memory.

Ouch, although considering the crazy synergy boosts it would get with Charisma... (seeing as how its a baddie and not a PC)

Nice one :)

Although I actually prefer my NPCs to be Sorcerers, as they require less meticulous planning.

Telekinesis has a round/level duration. Mage hand, however, might be workable.
