I've gotten the Draconomicon, and have come to the solution that in my campaign, there will only be 4 groups of true dragons with 6 dragons each. The only problem is that I want to design one dragon for each group. It would work something like this:

Chromatic:
Red, Green, Blue, White, Black, Grey

Crystalline:
Amethyst, Crystal, Emerald, Sapphire, Topaz, Ruby

Metallic:
Gold, Silver, Bronze, Brass, Copper, Iron

Planar:
Chaos, Howling, Oceanus, Pyroclastic, Radiant, Night

I have a general idea of what size and what kind of breath weapon the new dragons will have, but how do you suggest building a new kind of Dragon?

Can't you use the Shadow Dragon as nigth dragon?
Maybe you can also use the obsidian dragon (http://www.wizards.com/default.asp?x=dnd/psb/20030124b) and call it ruby.
And iron dragons sound very much like steel dragons (http://www.wizards.com/default.asp?x=dnd/mm/20040328a)

Maybe I should have said more about the new dragons I wanted to create.

I looked at the Shadow Dragon and didn't really like the thing. The Night Dragons are also from Nocturne, the Endless Night, not the Plane of Shadow. I was thinking a negative energy breath weapon that dealt damage, as well as lingering for a few rounds as a cloud of darkness/deeper darkness.

Definite No on the Obsidian to Ruby. Obsidians are evil and don't fit really well with the rest of the group. Again, I also had an idea for the Ruby Dragon, something on the order of a cone of Crystal Shards. Also, I think I wanted the rubies to give competition to the Topazes.

I think I'll modify the Steel Dragon a bit here and there, but yeah, that's a good idea. I like the steel dragon as it is.

As for the Grey Dragon, which you seemed to think was fine, I was thinking of a fairly large dragon with a sonic boom breath weapon that knocked the opponent back 10 ft./age category.

Like it so far?

There's already a Ruby Dragon. His name is Sardior (http://www.wizards.com/default.asp?x=dnd/psm/20030124a), and he's the god of all gem dragons. The Ruby Dragon is one of his titles, just like Bahamut is sometimes called the Platinum Dragon. Note that Obsidian Dragons are gem dragons, and haven't always been evil. Some say they turned that way when Sardior banished them, while others claim they got banished because they were evil in the first place. Of course, you can decide that, in your world, obsidian dragons simply never got banished and never turned evil.

There is also a type of dragon called night dragons in the Mystara setting.

The Obsidian Idea is nice, but maybe I can think of a different gem to base it around. Onyx? Maybe. Garnet? Probably not. Jade? Perhaps, But I've already got a green gem with the emerald, so maybe not. Quartz maybe likely.

I have no access to the Mystara setting. Could you please share the night dragon with me?

There is also the Mist dragon and the other few true dragons that don't fit any specific group (Fang dragons for instance) and you forgot the Adamantine (Metallic) and the Chromatic (Chromatic) dragons from the Epic book (Also in the SRD)

Quartz maybe likely.
The crystal dragon is based on quartz, as the word "crystal" was originally applied to that mineral; the ancients thougt that quartz was permanently hardened ice ("crystallos").

It's basically an a black colored Red Dragon, with a Heat Draining Breath Weapon, and the ability to turn into a human at will. I don't know if TSR ever published official stats for the race, but I found out about them in the Principalities of Glantri Boxed Set.

Those are all wonderful ideas and comments.

Completely not what I was looking. Maybe I should re-iterate and re-phrase what I asked originally.

Where do you guys start when you make an entire new race of dragons. Let's worry about naming them later. I'm not looking for "Put this dragon in that category". I'm trying to make four completely new dragons so I feel like I've done something to push my campaign ahead.

I've got, let me see, at last count, 17 new homebrew true dragons. How did I individualize them?

First I stat existing true dragons on a spreadsheet at all age categories. Then when I want to determine the power level of my new dragon, I use a combination of averaging the stats from several dragons. Once I've got that done, all I need to do is choose their psi-like or spell-like abilities, innate spellcasting (sorcerer, cleric, or druid) or manifesting levels, special attacks (if their body is different from the typical draconic body), breath weapon, and environment.

Sounds Reasonable. I'll give it a try. If I encounter any problems, I'll let you guys know. I'll bring the Dragons along when I need to do CR's
