This is very similar to a post someone asked a little while ago, but my question is a little different.

Suppose you have a celestial thrush. First, the celestial template in the MM says it would have an intelligence of at least 3. Does that mean it can have average intelligence (10)?

Second, a thrush, like a bat, has only 1/4 d8 hit dice. Does less than 1 hit die still count as one for determining class level and experience points. I'm aware that only humanoids can drop their first hit die, but what about animals and such that don't even have a whole hit die?

If you really want to play a thrush with a template and class levels giving it the Celestial template isn't really enough. First, you should Awaken the thrush. Then you should add the Celestial Template. I'm leaving the how and why strictly up to you.

1. The Celestial template only allows a creature to have the same abilities it had before. If intelligence is less than 3, then you raise it to 3 but you don't get to raise it any more than that. If you want to raise it higher, you'd have to Awaken it as per the spell.

2. "Ceatures with 1 or less HD replace their monster levels with their character levels." -- see Improving creatures in the SRD. It's not just humanoids but any creature with 1 or less HD.
