lvl 7ish spells at will, 16 caster lvls, Permanent thralls and nice extraordinary abilities to boot.

Something wrong with a lvl 7 Cr on this one?

AC sucks.
Movement rate on land is pathetic, and water breaks line of effect so it can't just spell you from underwater.
Mediocre (at best) regular attack and damage, though the slime effect can be nasty.
Completely wasted feats.
DC 17 Will Save for dominate by 7th level isn't that hard.
AC sucks. Its AC is less than 10+CR. The PCs will simply never miss.

Unless the PCs are completely unprepared, this thing gets two rounds. If it's lucky, it'll dominate somebody in the first, and get killed by the other three in the second.

You are not accounting for several facts:

Since this creatures habitat is aquatic the pcs are assumed to encounter it there. In the water it has an immense advantage on its speed, beeing able to kite the pcs forever, using project image at will it can project all its abilities through there, and it can quite easily dominate the party's warrior with its dc. Even a mage is likely to have a 50% chance to fail the saving throw.

The illusions spells it can cast are immensely powerful and their dc vary up to 20

Spells like mirage arcana completely change the landscape, and can quite easily trap the pcs into illusory cages, or with veil make the entire party see each other as foes.
