Well to be more specific, its about the ability mucus cloud
Mucus Cloud (Ex)

An aboleth underwater surrounds itself with a viscous cloud of mucus roughly 1 foot thick. Any creature coming into contact with and inhaling this substance must succeed on a DC 19 Fortitude save or lose the ability to breathe air for the next 3 hours. An affected creature suffocates in 2d6 minutes if removed from the water. Renewed contact with the mucus cloud and failing another Fortitude save continues the effect for another 3 hours. The save DC is Constitution-based.

So I have to be able to breath underwater in the first place? What if i just touch it while underwater? What if I inhale above it? Is this ability incredable (suffocate the whole party) or just annoying (have to wait for 3 hours recasting underwater breathing)

The wording implies that it changes an air breather to a water breather for three hours. Thus it has the effect of a water breathing spell with a horrendous side effect if exposed to air.

Another possibility is that description is missing a key phrase as shown below:

An affected creature suffocates in 2d6 minutes if removed from the mucus clouded water.
