A few quick questions...

Rules-y question: Since the based WW only has 1 melee attack, if I read the rules right, even if he's advanced many hit dice and templated, he'll still only have 1 melee attack, correct? Is there a way to grant it more melee attacks besides resorting to epic templates like pseudonatural? Since they're above animal-intelligence (Int 9 actually, almost normal or average intelligence) and speak Common & Giant, why couldn't they advance with class levels instead, and pick up multiple attacks?

Rules & Flavor question: What kinds of additional feats would you give an advanced WW? I'm looking for something that fits a creature with trip attacks and/or breath weapons well. What are some of your ideas?

Monsters never gain extra attacks with their natural weapons. Tis sad but true. The only thing I could think of would be to give it some kind of haste item maybe?

Some of the breath weapons feats from the Draconomicon definately.

Boo... might have to go two-headed winter wolf at this rate for multiple attacks! Hmm......

As for feats, breath weapon ones from the Drac you say? I'll check those out when I get home.

So far I like Improved Natural Attack (bigger dice on the bite) and Ability Focus (+2 DC to the Breath Weapon) too.

I think I'd also like to add rage, berserk, frenzy or similar ability to it to keep with the "rabid animal" type theme I'd like to push. Not sure how -- maybe just add the ability alone and adjust the CR appropriately.

'Tis as pileobone says...natural attacks never get iterative attacks. However, you're them GM (or so I assume). Give it a feat called "Lightning Fang" that grants it multiple attacks from a high BAB. Make it two-headed as you suggest. Make it half-white dragon or half-fiend to gain claw attacks. If necessary, cheat!

Weapon Focus (bite). Improved Critical (bite). Multiattack if you give it claws. If he's got the Int, give him Combat Expertise and Improved Trip. Combat Reflexes, for free bites on whoever he knocks down.

As SiouLubb suggests, give 'im class levels. Barbarian can buff Str and Con, making natural attacks tougher and breath weapon DCs higher. Fighter grants access to Weapon Specialization (bite). Monk would be very strange, but it grants access to Flurry of Blows (Flurry of Fangs?)

Sure. Lots of templates grant additional claw attacks. Half-Dragon and Half-Fiend both would give this creature Claw attacks. Half-Illithid (Underdark) gives tenticle attacks.

As others have pointed out, you may never have iterative attacks with a Natural Weapon.

Combat Reflexes is never a bad choice for a creature that Trips. If you advance it to Huge size, use the elite array for a boost to Dexterity, because what good is a 10 ft. reach and an automatic Trip attempt if you can't min/max the bejeezus out of it?

Use the Elite array to push its intelligence up to 13, then give it Combat Expertise & Improved Trip. Not only does that help the trip attempt triggered by the Bite, but some might argue allows for a "bite-Trip-bite" combo. (I wouldn't, but some might; I suggest it for the +4 to trip checks)

If you push it to Huge size, I've always been a fan of Awesome Blow. Who doesn't find the image of a Huge Winter Wolf biting someone, shaking them, and flinging them back 10 ft. appealing? (I mean, other than PCs)

How exotic do you want to be? I've always liked Psionic feats, but they're a bit costly: Wild Talent to gain access, and frequently Psychic Meditation to get more use out of them. However, a Winter Wolf with Psionic Charge could make for an ugly fight in a narrow moutain pass. One with Wounding Attack could be nasty as well, and while Psionic Fist or Greater Psionic Fist won't give any extra attacks, it will make each one more deadly.

The metabreath feats in Draconomicon are decidedly fun, and worth checking out.
