2e, Monstrous Compendium Annual 3. Basically a forest dragon with a sap breath weapon. Not sure where it came from before that.

Most important aspect of the Amber Dragon is that he was True Neutral and cast spells as a druid. Not as a sorcerer, like all chromatic and metallic, nor as a psion, like the true gem dragons, but as a druid.

And they're buddies with elves and gnomes.

The current WotC staff has completely forgotten the existence of the Amber dragon, as well as that of the Yellow dragon. You'll never see them. :(

You might just find an independent conversion at the monster forums of EN World, or various online Creature Catalogs.

But I've made my own conversion of the amber dragon, as well as its aquatic counterpart the pearl dragon (both are organic gemstones), and I hope that WotC will adopt them after I've posted them on-line, either here or on my D&D website.

I'm still tweaking the stats (choosing a good blend of spell-like and supernatural abilities), but the basics I can post here for the time being.

Jewel Dragons
Jewel dragons are dragons who have innate druid-like abilities instead of sorcerous abilities. They adhere to a neutral, dispassionate outlook as regards visitors and the outside world. They are closely attuned their surroundings, to an extent that the weather and state of nature affects their behavior. Jewel dragons can be cheerful on a quiet, serene day or bellicose in the midst of a tempest. In any case, they rarely establish bonds with outsiders and have little to do with them unless their home forest or reef is directly and gravely threatened. With regard to the welfare of the native inhabitants of their territories, they keep a watchful eye but prefer to let the local druids (if present) handle such matters. Many such druids are aware of their presence but respect their desire for privacy and will not impose on them unless absolutely needed. Nevertheless, the more active jewel dragons have allied themselves with their neighboring druids when the occasion warrants it. A few become dispassionate watchers of Chronepsis.

Abilities
Wild Shape (Su): A jewel dragon can assume any animal form with Hit Dice not exceeding its own as a standard action three times per day. It functions like the polymorph spell, except that the dragon is limited to animals it is familiar with, and it does not regain hit points for changing form. The dragon can remain in its animal form until it chooses to assume a new form or return to its natural form.
Spells: Because jewel dragons cast spells as if they were druids, they earn bonus spells for high Wisdom scores. They can cast druid spells, spells from the Animal and Plant domains, spells from their elemental subtype domain (Air or Water), and the Mind domain. The last list hints at a kinship with gem dragons, though they don’t innately manifest psionic powers or psi-like abilities. The saving throw DC for their spells also has a Wisdom modifier bonus instead of a Charisma modifier as it is for chromatic and metallic dragons.
