A figure appears tramping down the road. It appears to be a small human, scarecely taller than a dwarf, round and merry-looking. The figure stops, thumping its walking-stick on the road, and bellows our a cheery "Hey!"

Hey-hey men are fey of the forests and mountains, and are associated with echoes. They are fond of sounds in all forms, from thunder to music, and delight in leading travelers astray with their sound powers. Mischievous rather than malicious, hey-hey men are not wantonly cruel, and a traveler who encounters them may emerge with nothing worse than an extra day on the road. However, they are whimsical beings, and someone who ignores their jokes--or, worse, attacks them--may provoke their wrath. An enraged hey-hey man is a force to be reckoned with, as they turn nature itself against their foes.
Hey-hey men are associated with the Seelie Court more often than the Unseelie, but rarely participate in courtly matters. They prefer to avoid the mechinations of the fey lords and keep to themselves.
A typical hey-hey man stands 4 ½' tall and weighs about 120 pounds, appearing similar to a dwarf-sized human. They are rarely seen by mortals in their natural form, preferring to disguise themselves as common travelers of whatever race is most common in the area. Hey-hey men speak Common and Sylvan, and usually know the local language.

Combat: Hey-hey men dislike melee combat, but are able to defend themselves with their stout, knobby walking staves (treat as a masterwork club). They prefer to maintain range, avoiding even being seen when possible, and harrying their foes with their numerous and powerful spell-like abilities. Given their choice of battegrounds, a hey-hey man will pepper the enemy with malign weather and bursts of sound, then disappear, laughing, before their bewildered enemies ever get a glimpse of him.
Bewilderment (Su): As a standard action, a hey-hey man may target a single creature within 1,000' with its bewilderment power. The victim immediately loses all sense of direction and cannot so much as follow a dirt path from one house to the next; without outside assistance, the victim will wander within a 1-square-mile area, never getting anywhere except by random chance. A character under the effects of this power changes direction at random every 30'. A DC 25 Survival check allows the victim to overcome this effect for 10 minutes at a time. A successful Will save (DC 18) negates this effect; otherwise, it fades at the next sunrise.
Spell-like Abilities: At will--fog cloud, ghost sound, gust of wind, sound burst, ventriloquism; 3/day--call lightning, control winds, ice storm, shout, sleet storm, wind wall. Caster level 9th; save DC 14 + spell level. The save DCs are Charisma-based.

Well, the idea is that if they can see you, they can bewilder you. Maybe cut it back to 500'? Keep in mind, a Long-range spell for a 9th-level caster has a range of 760'.

To keep away from silliness like "He sees you from the next mountainside and decides to bewilder you"

Besides, I think powers like this always require line-of-sight anyway...500' is actually limiting it.
