These guys are loosely based on a one-shot creature in a novel I read.

The gnome-sized figure throws back the hood of its cloak, revealing the snouted face of a badger. Its inhuman eyes glitter malevolently at you as it raises hands tipped with long, sharp claws.

Bageard are a race of fey that serve the Unseelie Court. They act as servants, spies, thieves and assassins for their unseelie masters, often prowling among mortals on some dire errand. Although malicious and possessed of instinctive cunning, bageard are not very ambitious; they rarely rise high in status, and most are content to be the favored servants of powerful unseelie lords.
A bageard stands slightly shorter than a dwarf, and nearly as broad; they weigh about 100 pounds. Bageard speak Sylvan.

Combat: Bageard enjoy combat, particularly unequal combat against inferior foes. They understand the concept of honor, often using it to their advantage, although they consider it foolish. Their favorite tactic is the backstab. A bageard forced into honest combat against an equal or superior foe will either flee or surrender, offering innumerable (false) promises until it sees a chance to escape or kill its erstwhile master.
Powerful Build (Ex): The bageard's combination of brawn, mass, and a low center of gravity lets them function in many ways as if they were one size category larger.
Whenever a bageard is subject to a size modifier or special size modifier for an opposed check (such as during grapple checks, bull rush attempts, and trip attempts), the bageard is treated as one size larger if doing so is advantageous to him.
A bageard is also considered to be one size larger when determining whether a creature’s special attacks based on size (such as improved grab or swallow whole) can affect him. A bageard can use weapons designed for a creature one size larger without penalty. However, his space and reach remain those of a creature of his actual size. The benefits of this racial trait stack with the effects of powers, abilities, and spells that change the subject’s size category.
Rend (Ex): If a bageard hits with both its claw attacks in a single round it will rend, dealing an additional 2d4+3 points of damage.
Sneak Attack (Ex): If a bageard successfully strikes a foe that is flat-footed, flanked, or denied his Dexterity bonus to AC, the bageard deals an extra 2d6 points of damage. If the bageard gains sneak attack from some other source (such as rogue levels), the sneak attack damage stacks.

Well, for starters the skills are off. At the very least, Hide should be a +12 (9 max ranks, +1 Dex, +2 Stealthy), and Move Silently should also be a +8 (+2 Stealthy, +1 Dex, but only 5 ranks left after everything else)

Thats pretty good :)
It is very similar to the groundling in the monsters of faerun with better abilitys.

6 fey HD and an Int of 8 gives ([6-1]*9) = 45 skill points, arranged as follows:
Bluff 7
Hide 6
Knowledge (nobility and royalty) 6
Listen 6
Move Silently 6
Sleight of Hand 8
Spot 6

= 45 points. I deliberately did not max out some skills, in order to give basic competence in all.

It is very similar to the groundling in the monsters of faerun with better abilitys.

Although it is well-made, I would be hesitant to call something from a book he didn't write a "Great idea."

Olly, the novel was "A Time of Omens" by Katherine Kerr. If you're interested, start at the beginning of this awesome series. It's dripping with magic and Celtic culture. The series is:

The description in the book is pretty vague...a badgerlike creature stalks a guy and eventually tries to ambush him in order to steal something.

Hmmm, I'm looking at the level adjustment, and I am wondering if +4 or +5 is better. Ahh well, err on the side of caution and leave it at +5.

Looks pretty good, and the CR is pegged pretty good.

Getting Sneak attack is a nice touch...
