So Im trying to add anthropomorhphic to an animal. unfortunatly I find the rules for anthropomorphic to be rather cantradictory and wierd. from my understanding of how one applies templates we would take the base creature add the bonuses and then end up with a final product. the example in the book doesnt seem to follow this rule. in fact anthropomorhic seems less like a template and more like a monster race all its own. aside from certain wierdities it seems to be set up like any other template to be applied to a base. the template states that it is applied to animals on not to people. so I dont add anthropomorhpic weasel to a human I add anthropomorhic to a weasel. with what I know fo templates we would take the stats of a weasel add bonuses to it and go from there but when it comes to specific HD and bonuses to stats it seems like they want to add bonuses not to the animal but to a set of base stats. so what is it?

You should get a book called the 'Advanced Bestiary' by Green Ronin. You can get it as an electronic book pdf from RPG Now.com, it has two templates you'll find interesting.

Bipedal: Creates a humanoid version of any non-humanoid creature. Changes physical stats but mental stats remain unchanged. A bit of tweaking could easily mend this. Its really a template to create more playable intelligent monsters.
Manimal: Creates an intelligent humanoid race out of any animal, though it could easily be used for any non-humanoid with a Int 2 or lower. Its like the SS Anthropomorphic but far less rigid and limited.
Verminoid: Turns Vermin-creatures into intelligent humanoid beings. Like the Manimal template but focusing on their insectile breathren instead.

Infact every single template in that book is awesome. Theirs loads of useful things like Amalgam template (makes a hybrid of any 2 creatures) the Quadrupedal template (which turns humanoid beings instead 4-legged beings) loads of Dread Undead templates that can almost anything into various kinds of undead like Zombies, Wraiths and Vampires; loads of quirky templates like Nocturnal, Poisonous and Arboreal; intelligence giving templates like Lifespark Construct and Id Ooze; plus the B&W artwork and example creatures are awesome such as the Arrowtaur (amalgam hybrid of Minotaur and Arrowhawk), Magma Azers, Were-hellhounds and Quadrupedal Succubi. It even has loads of extra tips and options on how to incorporate templates into the game. If all that wasn't awesome enough it has a Four Riders of the Apocalypse templates.

Sorry about the long-winded post but its a good book... :D

Savage Species is what they refer to as 3.25, as it came out along the time 3.5 did, but still used mainly 3.0 rules. It therefore doesn't work well with either set of rules and is generally considered an unbalanced book reguardless of the ruleset you use.

I personally say just avoid the whole thing if possible ;)
