That said, the best way to upgrade a monster is to make it unique among its fellows.

This particular Azer could be a mutation born from the God of Fire's wrath to be the Flame of Retribution.

Or your Azer could use items. With the items, I'd make them only usable by those with the Fire subtype or the items could burst into fire when worn which would offer an increase to his Heat damage.

An Azer can also be a spellcaster. I would suggest Sorcercer rather than Wizard though.

Needs to be WotC? Could be hard since the ability is just straight 1 damage with no save or tie to level. I looked through Savage Species, the best source I would have for something like that and came up blank. You might try the Elemental Savant PrC (don't rememeber what book it's from-some splat book, I think). Other than that, I don't think I've ever seen anything. I was serious when I said houserule, though. Talk to you DM and see if they'll allow a feat to improve it or let it scale with your increase in power-incr as monks damage, or dmg=CON mod, or something. Especially since it's adding to your LA and will be a complete waste at high levels as is.
