Alright, say I have a lv. 4 fighter who has just gained 5th level and I want to multiclass him with Dragon Slayer. One Prequisite for the Dragon Slayer is a base attack bonus of +5. Now could I multiclass my character with a dragon Slayer upon reaching lv. 5, or do I have to wait till Lv. 6? If I just reached level 5 and still have yet to choose whether to multiclass or not or to level up my current class, would my base attack bonus be +5 or still +4?

I'd say wait till level 6, since if you happened to take a different class, one that didn't give a bonus that level, you wouldn't be guaranteed the +1.

In short, no, you can't yet, since the gaining of BAB is part of the leveling, not possible for fulfilling the PRE-requisite.

BAB is something that comes from your class, not your character level.
When you level up from 4 to 5, your BAB stays +4 until something changes it. So no, you do not meet the prereq for the class yet.

Gotta remember your order of precidence when leveling up.
First comes all of your non-class dependant stuff, like whether or not you have a feat or an ability boost for high character level. If the prereq for a PrC is one of these, you can take the first level of the PrC at the same time you get the feat/ability boost.

After you pick a class to level up in, then you get things like hitpoints, BAB increase, spells known/per day, etc. To get these, you MUST pick a class first, and then it's too late to go back.

So, you must pick your class before you get class related boosts. You do not meet the prereqs for the Dragonslayer PrC at the time of level up before picking your level up class, so you can't become a Dragonslayer yet. Gotta wait until 6th.

So the consensus is....
you must already have the +5 BAB before taking a level in Dragon-Slayer.
