does anybody know what a good homebrew LA would be for a Behir?

I can't be sure right now but i'm guessing somewere in the +4 range.

It's hard to justify rating it too highly, since a 10th-level sorcerer could gain most of the benefits through polymorph (using the 5/day = effectively at-will logic of the warlock) and lightning bolt, with a slew of other spells.

The behir its immunity to tripping and electricity, plus low-light vision and darkvision (which could arguably be gained by a sorcerer changing to the magical beast type with polymorph), and scent, which are arguably a reasonable trade for the sorcerer's extra spells, considering that the behir has these abilities all day.

Lastly, the behir has full BAB, an additional good saving throw (Fort and Ref, as opposed to just Will) and about three times the sorcerer's hit points. To have the same hit points, the sorcerer would need about a +14 bonus to his Constitution score (+7 hit points per level). Looking up to 14th-level, the sorcerer can cast Tenser's transformation 5/day, which gives some fairly equivalent bonuses, plus additional spells (the behir still wins easily on hit points).

I'd be inclined to go with a +5 LA. The sorcerer has better flexibility, but the behir is tougher and more reliable (with abilities that are literally all day and can't be dispelled). Unlike the sorcerer, the behir player can also optimize for its particular strengths, rather than spellcasting ability.
