The monster manual is quiet on the subject. What kind of action is it for a beholder to use its eye stalks. How many can it activate in one round?

It's not ambiguous at all. From like the second line of the Beholder description:
Eye Rays(Su):Each of a Beholder's small eyes can produce a magical ray once per round as a free action.

Yep, simple as that. Although to be fairer to the players, you could sunder them, like you could with a hydras head. Give the beholders a really slow regeneration ability too, that would really make the fights cooler.

I personally like Mike Mearls' Beholder makeover (http://www.wizards.com/default.asp?x=dnd/dd/20061028a) for making beholders a bit easier to manage from both sides of the screen.

Yes, he did an excellent job with the beholder. Much better. I also like what he did with the rust monster and the ogre mage.

It's not ambiguous at all. From like the second line of the Beholder description:

Just be aware that it can only aim so many within a given 90 degree arc...If the party lumps together, it can only use up to three at a time.
