-What are your suggestions as to the best Evil Giants to rule an empire?

-I'm not too fond about Fire Giants...Don't strike me as smart enough to really maintain an empire...

Eldritch.

-Sounds intriguing. Where can I find the write-ups of Eldrich Giants?

Or shadow, or CE storm giants.

-I don't want Shadow Giants, simply because the theoretical Giant Empire would be above ground. I know Shadow Giants tend to frequent the Underdark. CE Storm Giants are a possibility, as they aren't as dim witted and/or slow as their Fire cousins.

Ogre magi.

-Although Orge Magi are going to be present, I don't want them in a ruling role. Their Giant-Kin, and I was this Empire to be dominated by True Giants.

Eldritch Giants are in the MMIII, which, sadly, isn't OGC.

You could always give fire giants an intelligence boost.

Death giants, also found in the aforementioned MMIII, always make a nice evil encounter.

You could have it be the ancient Death Giant Empire.

I'd use frost giants myself, set them up in the northern mountains, and make the leader a classed NPC, either using the Jarl in the MM or creating my own giant king. The stats in the Monster Manual are just a baseline.

Besides, frost giants have a Norse mythic cool about them that I really like.

Cloud giants

This was even done in the "Against the Giants" adventure series. Their description also supports this.

-Frost Giants would be perfect, but the area I have slated for the evil Giant empire is in a very temperate area. I would have a hard time explaining why the Frost Giants would permeinently settle down in a temperate area, when there is some perfectly fine real-estate availible in the arctic north.

Fire are LE so might have an empire. Do you need the leader to be giant as a Red Dragon, Devil (Feind of Possesson) or Mind Flayer could be the brains?

I think most true Giants other than Hill/Mountain and Formian Giants are a possibility for developing an Evil Empire.

Sure, some are more likely than others, but they're still a chance.

Also, the where has a lot to do with it. As mentioned about Frost Giants, I doubt they'd have much of an Empire in a tropical area. Nor would Sand Giants have an Empire in the swamps. Or are you working with the Giants first, then the surrounding area?

-The Empire would be locared in a temperate zone, hence my remark about the absence of Frost Giants in the area.
