Has anyone ever allowed a pc to persuade a dragon to be a friend or companion? The one in my game is a very young blue dragon that a pc is trying to persuade to friendship. Does it work or does it end up being unbalancing?

Leadership (http://www.d20srd.org/srd/feats.htm#leadership) sounds an awful lot like what your PC wants. Any pc/npc can break Leadership, but the cohort is still an NPC, with its own interests, desires and goals; the PC can order it around but the cohort's actual behavior is up to the DM.
There are feats to gain a dragon as an animal companion or familiar as well.
The PC could make the dragon into an ally, but that should not be easy and provides limited benefit - even more than the options above, the dragon has its own interests, which always come first. Even good dragons are selfish creatures, and a chromatic dragon is not usually going to waste its time toadying to something on two legs.

Dragonomicon has the stats for when you may have a Dragon as a Companion thanks to the Leadership feat. However, it's somewhat costly without another feat in the book called Dragon Cohort.

Dragon Cohort is on page 104, The chart is on page 139.

Oh right, it was the 3.0 DMG that gave rules for special cohorts. Lame.

There is a prestige class in Lords of Darkness called Zhentarim Skymage. It allows a wizard to get a powerful mount, and share spells with it as he would his familiar. I don't know if that will help you or not.

We had a character with a dragon cohort. as long as it is scaled to the apropos level, it's equivocal to any other NPC... except it has WAY more needs. A dragon is gonna demand a considerable share of the loot, and depending on the opinion of your DM, may have a voracious appetite. Either of these can lead to some interesting headaches. But if the dragon is big enough to act as a mount, you'll benefit in the long run.

Cool, thanks very much. I think though that one of the fun challenges of the game is deciding what is important to your pc. He has some experience and such to spend coming up so this may affect that decision.
