A dragon with a cone breath weapon was flying over a battlefield and it blew it's breath weapon would the area of effect become larger because it is motion?

I think that somewhere there is a feat which increases the area hit by the breath weapon when strafing but I am not sure.

For the purposes of game rules, it would just shift which spaces got enough of the breath weapon to be considered in its area.

If you could increase the area of a breath weapon by strafing, what would stop a dragon from simply turning its head?

No, it would not spread. However, if you wanted to create a legend of lore and have an extrended area you should use the enlarge breath feat in the draconomicon. This allows you to extend the range of a breath weapon by 50% if you delay your next breath by one round.
