This is a question on the earth elementals earth glide ability. Can it attack a creature on the ground from beneath it?

From my oppinion, sure but it would be as if it was attacking an invisible creature.

The earth elemental has no ability to see through the earth it is traveling through and it does not posses tremersence (surprisingly enough). So it does not know where it's opponint is.

I'd say he can, and can target the right square, but the target is treated as having total concealment.
