Can Ghosts Speak? [Archive] - Wizards Community

11-22-06, 04:15 PM Mentally the ghost is the same as the base creature (though they do get a slight boost from the template). They can speak if they choose to. Incorporeal creatures have the option of making noise if they so desire, but only if they want to.

It is worth noting that a ghost would have to be manifested to be heard by people on the prime material plane. When it is dwelling on the ethereal plane it is going to be unable to speak with those who are not also on the ehtereal.
