Creatures with the Ex ability to Pounce can follow a charge with a full attack.
During a surprise round you are limited to a standard action, but you can charge up to your speed instead of double speed.

Can you pounce during surprise? I think it seems like you can't, but if that is so, it actually seems like it might be less favorable to charge when catching your foes by surprise, than during regular rounds.

I even imagined it might go like this:
Charging is described as a "special full-round action". You use the Start Full-Round Action to begin the charge during surprise, closing the distance. Then on the 1st regular round of combat you use the Complete Full-Round Action to finish the charge, doing a full attack due to the pounce ability. And then you still have a move action left, still on the 1st round of combat.

Clarification would be greatly appreciated.

Well, nothing in the rules says you can't pounce furing the surprise round, so you could just go with letting the Lion pounce. Keeps the rules simple.

In any case, don't split the charge action up between two rounds like that. Nothing in the rules supports it, and it's needlessly complicated.

1. Pounce only requires you to charge.
Pounce (Ex): If a (insert name of creature) charges, it can make a full attack
2. You can charge in the surprise round.
If you are able to take only a standard action or a move action on your turn, you can still charge, but you are only allowed to move up to your speed (instead of up to double your speed). You can’t use this option unless you are restricted to taking only a standard action or move action on your turn.

Don't overcomplicate it.
