I'm confused. The Monster Manual states that a Riding Dog's STR is 15. It also states that a light load is up to 100 lbs, medium 200, etc etc. These are the load stats for a STR of 18 though.

I notice that the Donkey follows a similar pattern. Light load of 50 lbs which goes with a STR of 13, but their actual STR is only 10.

Is it quantified in the rules somewhere that mounts and/or pack animals are treated as if their STR is +3 for determining max loads?

Actually, this is due to the fact that quadrepeds have their carrying capacity doubled.

That doesn't jive either. That would give Riding Dogs a light capacity of 132 lbs (66 x 2), if we're basing the carrying capacity on an unmodified STR attribute.

From the SRD:
Quadrupeds can carry heavier loads than characters can. Instead of the multipliers given above, multiply the value corresponding to the creature’s Strength score from Table: Carrying Capacity by the appropriate modifier, as follows: Fine x1/4, Diminutive x1/2, Tiny x3/4, Small x1, Medium x1-1/2, Large x3, Huge x6, Gargantuan x12, Colossal x24.
