What does a creature with spell-like abilities and a caster level of total HD qualify for?

Arcane/Divine Caster lvl X if appropriate SLA?

Able to Cast 2nd Lvl Arcane/Divine Spells if appropriate SLA?

Simply if it states Caster lvl X and have appropriate caster lvl (HD total)?

How does this figure into item creation feats?

This isn't considering a creature who it states "casts spells as a sorcerer, etc", for example.

Any help is appreciated.

Spell like abilities do not grant a caster level to a creature. The SLA caster level is only for calculating the effects and DCs of that specific SLA. Nothing more. You cannot use an SLA's caster level for qualifying for feats or other things that require caster level X.

According to Complete Arcane, "For feats or prestige classes requiring a minimum spell level, creatures that use spell-like abilities ... use either their fixed caster level or their class level to determine qualification." (p 72, under "Caster Level"). It then gives the example of a nixie with a caster level 4 qualifying for Craft Wondrous Item (requires caster level 3).
So if you use what's in Complete Arcane, then yes, SLA do give you an effective caster level for some things.
