This has been discussed with my group ever since first edition.

The amount of xp scales with every level you have. Restoration my restore the levels lost, but if you were say 1 xp from the next level at level 20 that level draining attack cost you far more experience than the same attack when you were 7th level.

One of my suggestions was as follows: leave the 'temporary negative level' mechanic in place, but if the fortitude save fails you lose experience, not a full level (unless the experience would result in level loss).

Restoration type spells would now restore lost experience and would have to scale appropriately. Perhaps 1d4+caster level/2 x 1000 xp for restoration (max caster adjust +5), greater restoration would restore 2d4 + caster level/2 x 1000 xp and have a max caster adjust of +10). In addition also have a 9th level True Restoration, which recovers all lost experience.

This reduces the long term effects of level-draining without affecting the immediate mechanic.
