In theory, a level 7 character and a chimera (CR 7) should have equal chances of winning the fight.

Two level 7 characters, in theory, equal one level 9 character and four level 7 characters equal a level 11 character. So a level 11 character would have the same odds against a chimera as a group of the 4 level 7 characters (for which a CR 7 creature like the chimera is a recomended encounter).

Through an insane amount of luck and judicious use of Rope Trick, I managed to kill one at fifth. I was, however, extremely lucky and playing with a lenient DM.

CR's are based off of aparty of 4 characters. a party that averages lvl 7 should take a chimera.
But, I think a lvl 7 should be able to handle his own depending on hsi class.

Any level works as long as you have a spear and you stick a lump of lead on the tip. Having a flying horse is helpful.
