In Monster Manual iv, p30, theres a section on clockwork menders. it gives the stats and abilities for a single mender and the swarm form, but only tells you the construction cost for a single mender. the online glossary said that "A swarm of Tiny creatures consists of 300 nonflying creatures or 1,000 flying creatures." so am i out of luck and can't build a swarm? obviously 1000 would be crazy to try to build. i ask just because i highly doubt that 1000 individual 5hp menders would have only 22 hp as a swarm, but i haven't dealt with swarm rules before- maybe i dont understand whats going on. if anyone could explain if i can build menders as a swarm, and how much it would cost.
