Can a DM confer a feat to a creature in the MM, outside of the advancement mechanic? (i.e. raise the HD until you get a new feat)

I want to give Track to a dire animal, without raising its HD. I wonder if there's a mechanic somewhere for that, or if the DM can wing it legally. Maybe a note or sidebar in a book mentions this.

The MM mentions that you can give bonus feats to creatures that you create, but makes no mention about creatures that already exist in the MM.

The DM can do whatever he or she wants to.

But RAW, no, the DM cannot unless he or she replaces a feat that is not a bonus feat.

The DM can always substitute non-bonus feats. So he can replace one of the creature's existing feats with Track if he wants to.

The DM can simply just assign the monster the feat. The RAW police aren't going to raid that game and fine them for 'acting illegally'. Invoke Rule 0 and make it as you need it for the situation. And if you have players that moan about it, you need better players ;)

Your dm can always simply tack the feats on. If the feats end up giving the monster a noticeable advantage over the party, simply compensate with an appropriate boost to cr or an ad-hoc xp award when it is defeated. If its simply for flavour, such details can simply be fudged over.
