I'm in a game where the DM is going to let me make a Runic Guardian (MM2) to help defend my cleric. My cleric is also an 18th level caster, so he could make a magic item with intelligence.
Since a golem is basically just another magic item, can I use the Intelligent Item Creation rules to make my golem intelligent? There is nothing in the rules that I see that would forbid it.

(The only thing I can think that may get in the way is the 200k price cap for non-epic items, but there is already one golem with a base market price more than 200k: the Prismatic golem from MM3. Its base price is 250k, and only requires CL17 and Craft Construct.)

My biggest question is: If I can make an Intelligent golem, should it then get Feats and Skill Points as normal for a creature?
I know that other Intelligent items dont, but they don't have hitdice.

A golem doesn't have any class-skills, so everything would have to be cross-class, of course. And golems don't have any weapon proficiencies except their slam attack, so I'd have to use feats to gain any martial weapon proficiencies for it.

If it is intelligent, should It have to be my cleric's Cohort, and then be limited in hitdice by his Leadership score? Or would it be treated more like a familiar, and thus apply the appropriate penalty to his Leadership score for the cohort he already has?

What do you think?

Although technically your ideas are correct, there is a less complicated way of doing it, I believe...

The Awaken Construct spell from Savage Species (Cleric 9, Wiz/Sorc 9), despite costing 5,000 XP and requiring the brain of a person who has been dead for less than eight hours, can give your construct human-like sentience. Although it is not required to obey you or the creator, it is friendly to you, and so would probably hang around if you had an extra cohort/follower from the Leadership feat.

What do you have against an awakened platypus psion?

The reason I like the Runic Guardian is that it takes 75% of all damage instead of my character, and has fast healing 10. Making it an intelligent item is just in going with the flavor of my character, since creating a non-intelligent creature that has no choice but to serve would seem too much like slavery to him, so, he was going to make one as an intelligent item, and use his diplomacy to convince it to adventure with him.
