So, I've looked through the Monster Manual, and in neither any of the demon or devil entries can I find anything about them being able to possess someone. Am I overlooking something? Or can demons and devils not possess anyone in D&D? Or are there rules for this somewhere else? And if so, how does their ability to possess someone affect their LA?

There certainly are rules on this, in the Eberron Campain Setting :D

what book specifically has rules on demon/devil possession. Can someone give more specifics here (assuming it's legal)? Is there a book outside of the Eberron campaign setting that details possession?
I'm especially interested in if and how it affects a creature's ECL and LA (seems like it should).

All Covered in the Eberron campain setting.

I have heard of a Possession PrC, in the book of vile darkness (I think) but the ECS has the most simple and comprehensive rules on this.

hmm, I was really not planning on buying an Eberron book (no offense to fans of the setting, it sounds like cool setting, but it's not my first choice). What a random place for rules on possession too. Oh well, maybe I'll have to pick that book up. I'll definitely have to have a look at the book of vile darkness. All though I'm not all that interested in a possession PrC seems like it would be a good book to have if your game has a lot of evil outsiders in it (which if I can find players for a Planescape game it will).

Fiendish Condex I has rules on possession within it.

As does the Fiend Folio.
(Albeit as a class)

So does BOVD, but it isn't worth buying it.

Fiend Folio or FC1 would be the easiest.

Does it have rules for possession as not a class as well? I might want a fiend NPC whom goes from host to host. I'm guessing that the Fiendish Codex is actually my best bet

The Fiendish Codex 1 section on possession isn't class-based, but a (very, very loose) mechanic section for possession.

Which is good for your particular needs.

Basically in the Eberron setting, fiends that have more than 4 hit dice and Charisma scores 13 and higher have the spell-like ability to possess other creatures. The new form is ethereal and is therefore immune to most attacks. Its corporeal body is senseless but does not need air or food. However, it can be killed through damage or extreme environments. A protection from evil (or similar spell) makes the creature immune from possessing. It's a bit like giving the fiends access to the magic jar spell as a spell-like ability.

I don't think it would affect LA or ECL much because fiends would generally only possess weak-willed creatures. Don't forget, it leaves their bodies quite vulnerable.
