Do these stats seem fair? It's basically a dire rat with higher Dex, lower ground speed, high climb speed, no disease and a jump bonus instead of a Swim bonus.

Seems fair to me.

Personally I'd have preferred a huge size class Skwirl but im loopy :D

Only problem is it is 5 sizes too small, a bit like the grinches heart. And, you forgot the ability to fire desintegrate at will from its eyeballs as an extraordinary ability. Otherwise, great job!
