PCs get +1 to asign to stats per 4 levels, does this also apply to creatures per 4 HD...and shouldn't it?

Yup, just as they get feats every three HD. Both of which, I believe, are represented in the monster entries in the MM.

Monster Manual, page 292: The Example of Monster Advancement sidebar has a otyugh go from 6 HD to 15 HD, and the only stat changes it gets are those from Table 4-2 for it's increased size.

Monster Manual, page 291: The Feat Acquisition and Ability Score Increases paragraph under Monsters and Class Levels mentions gaining feats and ability score increases, but it's referring to gaining class levels, not hit dice.

It looks like monsters don't get the one-per-four-levels ability increases for their hit dice. You could argue that it's because they get the stat changes in Table 4-2 when their size changes, and so monsters that don't change size with increased hit dice should get to raise one stat per four hit dice gained. I'd say in most cases it's not going to make much difference either way; is the question attached to a specific situation in your campaign, or just general pondering?

Monster Manual, page 290:

Under Ability Score Arrays, subheading Ability Score Improvement.

Whenever a monster reaches a number of Hit Dice divisible by 4, it improves one ability score by one point. For example, a lammasu of 7 Hit Dice increased to 14 Hit Dice gains an ability score increase at 8 HD and another at 12 HD.

There's an error in the Otyugh advancement example.
