A standard pegasus has 10 int. A paladin's mount has 6-9 int. If you're a level 7 paladin (say) with a pegasus mount, does your pegasus have 4 less intelligence that the usual pegasi, or is the intelligence table for paladin's mounts supposed to be a minimum, used for heavy warhorses and such who normally have 2 int, and if a mount naturally have intelligence higher than the table would dictate, they can have that?

ha, ha! It's been proven: simply being around paladins makes you less of an intellegent being! That is wonderful.
