I have 2 questions about the abilities of the doppelganger:

Detect Thoughts:
since the doppelganger can use it at will, he can try it again if the subject saves, cant he?
so can I(as DM) assume that if he stays with a group for some time that he reads the minds of everyone without a save?

Change Self:
Is the equipment of the doppelganger affected?
If not: Has the doppleganger to transport all the clothes of his identities with him?
If yes: What about Weapons?

If the doppleganger changes into a small form, does he gain all traits of a small character(+4hide, -4 grapple, +2 Dex, -2 Str)?

Detect Thoughts: Yes he may try again, but a person who passes the save is aware that magic was used against him. As a DM, I would only reccomend the second option if the doppelganger is an NPC reading the minds of other NPCs.

Change Self: In v3.0 the equipment changes to match his new form (although the equipment functions the same as it did before the change). Weapons change appearance too, but function as their origianl form (a dagger made to look like a battleaxe is still a dagger). Doopelgangers in the form of small characters gain the ability scores of a typical creature of that kind as well as +4 to hide checks, -4 to grapple checks, encumbrance capacity reduction, and must wield smaller weapons. In v3.5 the equipment doesn't change at all I don't think.

From the SRD:

Change Shape (Su): A creature with this special quality has the ability to assume the appearance of a specific creature or type of creature (usually a humanoid), but retains most of its own physical qualities. A creature cannot change shape to a form more than one size category smaller or larger than its original form. Changing shape results in the following changes to the creature:
—The creature retains the type and subtype of its original form. It gains the size of its new form.
—The creature loses the natural weapons, movement modes, and extraordinary special attacks of its original form.
—The creature gains the natural weapons, movement modes, and extraordinary special attacks of its new form.
—The creature retains all other special attacks and qualities of its original form, except for breath weapons and gaze attacks.
—The creature retains the ability scores of its original form.
—The creature retains its hit points and saves.
—The creature retains any spellcasting ability it had in its original form, although it must be able to speak intelligibly to cast spells with verbal components and it must have humanlike hands to cast spells with somatic components.
—The creature is effectively camouflaged as a creature of its new form, and gains a +10 bonus on Disguise checks if it uses this ability to create a disguise.
