Can dracoliches gain feats like enlarge breath or clinging breath?

I'd say so, yeah. Just use their Cha as the determinant for qualifying for feats, since the DC(s) of a dracolich's breath weapon is based off of Cha rather than Con after they enter undeath.

Well, (usually) a dragon has to be alive before it becomes a dracolich, so it could have acquired the feats before the change.

At least, I've never had a dracolich that had no previous mortal existance from which to build its power base.

The problem with this is that once you loose the pre-reqs, you effectively loose the feat. Its a minor design flaw, and if they end up adressing it, it will probably be as Kvantum stated.

Use your Cha. That seems to be the standard for undead with Con-based abilities. Or, alternately, give him a Dark Heart of Vollus (found here (http://www.wizards.com/default.asp?x=dnd/pse/20030628a)), which give the user an effective Con of 18.
