Depending on how RAW you are, if the dragon has Hover, it can, as a full-attack action: Bite, Claw, Claw, Claw, Claw, Wing-slap, Wing-slap, Tail-slap |

The draconomicon is contradictory in several locations with regard to the Hover feat. By the Draconomicon, they can't full attack while hovering. It also says that it takes no further action, allowing them to take full round actions. So...it contradicts itself. Core-rules, which in my opinion trump splatbooks, allow it to full attack with all attack forms while hovering. |
