What kind of creatures should a dragon have for minions? Spawn of Tiamat are the most obvious choice for Chromatics at least, but what else. Some I thought of are:
Frost giant zombies(white) or bog giant zombies(black), Trolls(black or ice trolls for white) mermaids or tritton (bronze) and of course shadows for shadow dragons. ANyone have other ideas?

The githyanki have red dragon servants. Does that count? (the lich queen is in charge of them atleast)

it's probably more accurate to say that red dragons have githyanki servents :P.

and as to minions, it really depends on the dragon type, mindset, age, either there are class lvls there as well and if so what they are, and where said dragon is lairing. but minion wise, well nearby tribes aren't outta the question, esspecially if said indigiones tribes are kobolds. trained beasts (wyverns & drakes leap immediatly to mind), undead and bound summons (elementals make for some VERY powerfull minions), loyal half-dragon children, golems, and well the list does go on and on really.

enthralled/enslaved humanoids ... or 1/2-dragon humanoids that go generations back.

Kobold/Red Half-dragons would be a nice addition as minions

I would assume they would most want some "muscle" henchmen, such and giants, golems, elementals etc not only for fighting but also to help build stuff for them since they don't have hands and probably consider manual labor beneath them anyway.

It's more of a pact, though Vladkiith might be inclined to disagree....
Though that makes you wonder just how red dragon giths came into existance...:D

now that's just a frightening, frightening thought. the bedroom naughiness of githyankies and red dragons. more seriously, pact or not, unless ya raise a red from it's shell... well I just see em as being to arrogant to feel that _they_ are the servent. at best a dragon is gonna see this set up as a partnership of sorts with itself in the superior position.
