I was in a game the other day where one of the characters was a dragon rider. His character was level four, but to be sure, I asked him if this was a prestige class (having never heard of dragon riders before). He told me no, it was a specialized class.

I'm looking for the book that this is in. I heard that Draconomicon had dragon riders in it, so I'm wondering if that's it. If not, does anybody know what book does? The only thing I know is that the book is 3.5 edition.

Dragonrider is in the Draconomicon, page 124.
It is a 5 level PrC.

Your DM could have made a custom class for him though.

No, he got it from a book, I know that. I actually asked the guy what book he got it from, but for the life of me I can't remember it's name. I'd ask him again, but with school out, the only way I could get ahold of him is through the DM, who is probably in Scandenavia by now.
